Job Objective

We are looking for a Data Governance Expert to lead and structure a large-scale data governance project within a public institution. This project is critical for establishing the foundations of data management across several key areas, including public health, welfare, and social integration, covering more than 60 distinct sectors. It is a complex initiative that requires expertise in managing health data in a strictly regulated context (GDPR, specific decrees).

Project Objective

  • Identify and model the key business concepts of the public organization in a Business Glossary.
  • Inventory and classify the organization’s data (Databases, Tables, Fields) within a Data Catalogue, and ensure metadata classification.
  • Establish data traceability, linking business concepts to the corresponding digital data.
  • Identify “golden records”, i.e., the authentic and reliable sources of data.
  • Ensure regulatory compliance, particularly with data protection laws (GDPR) and specific health-related decrees.
  • Update and revise data governance documents to reflect current policies.
  • Implement Data Lineage to trace the flow of data within the Information System.
  • Evaluate software solutions for supporting data governance (e.g., Collibra, PureView).
  • Train and raise awareness among staff about the principles and benefits of data governance.

Your Main Responsibilities

  • Methodological expertise: Define and implement a comprehensive methodology for large-scale data governance, inspired by best practices (e.g., DAMA DMBOK).
  • Knowledge sharing: Provide feedback from similar projects in other complex environments, especially within the public and health sectors.
  • Software support: Recommend suitable software solutions to support the data governance project. The expert must guide the selection of the appropriate tool (e.g., Collibra, PureView).

Context

The public organization is at the very beginning of its journey towards structured data governance. The project will start with a Proof of Concept (POC) to demonstrate the value of the proposed methodology to the leadership. With more than 60 distinct business sectors (vaccination, chronic disease management, benefits control, subsidies for people with disabilities, etc.), the complexity is high. The expert must manage this complexity by centralizing and structuring data management across all these sectors.

Your Skills

  • Proven experience in implementing large-scale data governance projects, particularly within the public health sector.
  • Expertise in health data management: Experience working with sensitive health data related to hospitals, pharmaceuticals, vaccines, health networks, and GDPR compliance.
  • Ability to manage complexity across multiple business areas and databases, unifying the data governance strategy across all sectors.

Required Skills:

  • Analysis and recommendation skills for defining data governance methodologies.
  • Training and awareness-building for stakeholders (IT, business units, leadership) on data governance and data culture.
  • Documentation and training materials: Ability to produce clear and useful training materials for users.
  • Resource planning for senior-level staff and management of the roadmap for data governance implementation.
  • Supervision and validation of work done by senior teams.
  • Mastery of data governance tools to recommend and implement the most suitable solutions (e.g., Collibra, PureView).

Soft Skills:
